CBC Shortlists Companies to Propose Development of Montreal HQ

Further to the request for qualifications (RFQ) initiated this past April, CBC/Radio-Canada has shortlisted three consortia to put together proposals that meet the Corporation's space needs and plan for development of the entire MRC Montreal site. The consortia are as follows:

Evaluation Process

With support from external consultants, the working committees made up of CBC/Radio-Canada professionals evaluated all proponents and determined whether or not they met all legal, technical and financial requirements. An external auditor of the process was also mandated to ensure that the overall evaluation exercise remained consistent and transparent. All proposals were carefully assessed in a uniform and equitable manner.

Next Steps

In fall 2026, the qualified consortia must respond to a request for proposals, and they will be given about six months to develop a project, based on needs and criteria to be determined by the Corporation. Proposals will then be evaluated, and CBC/Radio-Canada should be in a position to announce which group has been selected around fall 2026.

For reference purposes, the qualifications process was conducted further to a request for information (RFI) issued in fall 2026. The RFI was intended to assess the overall viability of the project and confirm the development scenario resulting from the zoning bylaw passed by the City of Montreal and 2026 agreement between the City of Montreal and CBC/Radio-Canada.
