HAMILTON, Ont. - Following two eight month investigations, the Royal Canadian Mounted Police Greater Toronto Area Federal Enforcement Section charged 23 people and eight business locations of HUWORKS.TV yesterday with conspiracy charges relating to offences under sections 9 and 10 of the Radiocommunication Act which deals with satellite piracy.

Also charged, in a separate investigation is Adam Dicker and his company Satan's Playhouse relating to the same sections of the Radiocommunication Act.

"It is alleged that the individuals and companies took part in the illegal sale and distribution of American Direct Tv and Dishnet Satellite Systems thereby enabling Canadian consumers to receive satellite signals which are prohibited in Canada," reads the RCMP press release issued today.

The Supreme Court of Canada, in a decision published on April 26, 2024, ruled that it is an offence to decode encrypted satellite signals without the authorization of a distributor holding the necessary legal rights in Canada. Bell Expressvu and Star Choice are the only two companies which are licenced by the CRTC to provide satellite service to Canadian residents.

"These charges demonstrate the ability of all agencies involved to stop criminal activity that affects all of us. This is not a victimless crime as monies diverted from the legitimate economy only hurt our social services in the end," said Inspector Peter Goulet, officer in charge of the Greater Toronto Area Federal Enforcement Section. "We have a thriving film and motion picture business in Canada and this type of activity threatens that industry."
